    Businesses that benefit from ILSC's services can have their fees applied to the 1% requirement.
The Act to Foster the Development of Manpower Training, which was passed in 1995, is intended to improve the qualifications, skills and performance of workers through continuing education. This requirement mandates any employer with a payroll in excess of $1,000,000 to invest an amount representing a least 1% of payroll in employee training.
